The aims and objectives of the National Council for Hotel Management & Catering Technology (NCHMCT), and its role as the apex body responsible for the coordinated growth and development of hospitality education through its affiliated institutes, are detailed in its Memorandum of Association. Among other things, the Memorandum empowers the Council to effectively discharge the following functions:
- To guide, promote, and coordinate various types of studies, knowledge systems, and research, including Graduate and Post Graduate programmes in the fields of Food Management, Hotel Management, Catering Technology, Applied Nutrition, and allied skills and crafts.
- To affiliate institutions engaged in these fields and to prescribe courses of study and instructions leading to examinations conducted by the Council.
- To prescribe standards for buildings and equipment of affiliated institutions.
- To set educational qualifications and other standards for the staff of affiliated institutions, and where necessary, to nominate them for further training within India or abroad.
- To prescribe educational and other qualifications for admission of students to affiliated institutions;
- To regulate the manner of admission of students to affiliated institutions.
- To admit candidates to examinations conducted by the Council.
- To conduct examinations for promotion from lower to higher classes and for the award of certificates, diplomas, and degrees.
- To publish the results of examinations conducted by the Council.
- To grant certificates, diplomas, and degrees to students who have completed the prescribed courses of study at affiliated institutions and passed the required examinations.
- To cooperate with other authorities and bodies as necessary for fulfilling the objectives of the Society.
- To promote the general advancement of education, technical and otherwise, among members and stakeholders of the hotel and catering industries, and to safeguard their educational and professional interests.
- To devise and implement mechanisms to assess the qualifications of individuals already working in the industry, grant recognition to their professional competencies, and frame rules and by-laws for such recognition.
- To advise the Government on the coordinated development of Hotel Management and Catering Technology education and training, and on any other matters referred to it by the Government.
- To undertake any lawful activities necessary, incidental, or conducive to achieving the objectives of the Society.
- To acquire, hold, and dispose of property in any manner, subject to prior approval of the Central Government in the case of immovable property.
- To deal with property owned by or vested in the Society in such a manner as deemed appropriate for fulfilling its functions.
- To borrow or raise funds, with or without security, including by mortgaging or pledging movable or immovable property of the Society.
- To start, conduct, print, publish, and distribute magazines, periodicals, newspapers, books, pamphlets, or posters considered desirable for promoting the objectives of the Society.
- To receive grants-in-aid, donations, and contributions from the Government and, where necessary, from other sources, and to utilize such funds solely for the objectives of the Society in accordance with any conditions imposed by the Government.
- To create and maintain a Fund to which shall be credited:
- All moneys provided by the Government of India and other Governments/Institutions;
- All fees and charges received by the Society;
- All moneys received through grants, gifts, donations, bequests, or transfers;
- All moneys received from any other sources.
- To deposit or invest the funds of the Society in such banks or instruments as deemed appropriate.
- To issue, endorse, and discount cheques, notes, and negotiable instruments, and to sign and execute necessary documents for such purposes.
- To meet expenditure incurred for the functioning of the Society, including expenses related to its establishment, administration, rents, taxes, outgoings, and salaries of employees.
- To carry out additional duties assigned by the Central Government from time to time.
