Memorandum of Association

National Council for Hotel Management & Catering Technology (NCHMCT)

1.Name of the Society

The name of the Society shall be "National Council for Hotel Management & Catering Technology" (NCHMCT).

2.Registered Office

The registered office of the Society shall be located in the Union Territory of Delhi. The Council may establish additional offices, campuses, or administrative units in other locations as required for its functioning

3.Aims and Objectives of the Society

The Society has been established to administer, manage, and advance professional education in the field of Hotel Management, Catering Technology, Food Management, Applied Nutrition, and allied disciplines.
Its functions include, but are not limited to, the following:

Academic Development & Coordination

3.1

To formulate, guide, and coordinate various types of studies, academic programmes, research initiatives, and training activities — including Graduate, Post-Graduate, and specialized professional courses — in the fields of Hospitality, Catering, Food Management, Applied Nutrition, and related crafts and skills.

3.2

To affiliate institutions engaged in hospitality and catering education and prescribe:

  • Curriculum and courses of study
  • Teaching methodologies
  • Academic regulations
  • Examination frameworks

leading to certifications, diplomas, and degrees.

Institutional Development

3.3

To centrally recruit and appoint staff for all Group A posts and maintain a common pool of qualified personnel for deployment across Central Government–established Institutes of Hotel Management, based on vacancies reported by affiliated institutes.

3.4

To prescribe minimum standards for:

  • Buildings and physical infrastructure
  • Training laboratories
  • Classrooms and equipment
  • Library and digital resources

of all affiliated institutions.

3.5

To prescribe educational qualifications and other criteria for the recruitment, training, and promotion of faculty and staff.
Where required, the Council may depute faculty members for advanced training within India or abroad.

Student Admission & Academic Governance

3.6

To determine eligibility criteria and minimum qualifications for the admission of students to affiliated institutions.

3.7

To prescribe and regulate the manner and procedure of student admissions.

3.8

To admit candidates to examinations conducted by the Council.

3.9

To conduct examinations for:

  • Promotion from lower to higher semesters/classes
  • Award of Certificates, Diplomas, and Degrees

3.10

To publish the results of all examinations conducted by the Council.

3.11

To award Certificates, Diplomas, Degrees, and other academic distinctions to students who successfully complete prescribed courses and pass required examinations.

National & Industry Collaboration

3.12

To cooperate with other Government bodies, autonomous institutions, universities, international organizations, and industry partners for:

  • Academic development
  • Training
  • Placements
  • Research collaboration
  • Curriculum modernization

3.13

To promote the educational and professional interests of the Hotel, Hospitality, Tourism, and Catering industries in India and abroad.

Professional Standards & Recognition

3.14

To establish mechanisms for testing and certifying the professional skills of individuals already employed in the hospitality industry, and to formulate rules and by-laws for such recognition.

3.15

To advise the Government of India on matters related to the coordinated development of hospitality education, including training policies, national standards, curriculum reforms, and manpower planning.

Administrative & Financial Powers

3.16

To undertake all lawful acts necessary or incidental to achieving the objectives of the Society.

3.17

To acquire, hold, lease, or dispose of movable and immovable property, subject to prior approval of the Central Government in the case of immovable property transactions.

3.18

To manage, utilize, and develop the property vested with the Society for advancing its functions.

3.19

To borrow or raise funds, with or without security, including through mortgage or hypothecation of property belonging to the Society.

3.20

To publish or facilitate the printing of:

  • Books
  • Journals
  • Magazines
  • Newspapers
  • Research papers
  • Manuals
  • Posters and brochures

for promoting the objectives of the Society.

4. Financial Management

4.1 — Creation of a Central Fund

The Society shall create and maintain a Fund to which the following shall be credited:

a) All moneys provided by the Government of India and other Governments/Institutions

b) All fees, charges, and revenues received by the Society

c) All grants, gifts, donations, bequests, or transfers received

d) Any income from other lawful sources

4.2 — Fund Utilization

All funds shall be:

  • Deposited in approved banks, or
  • Invested as decided by the Society

4.3 — Financial Instruments

The Society may draw, accept, endorse, and negotiate:

  • Cheques
  • Notes
  • Drafts
  • Other negotiable instruments

and execute required documents.

4.4 — Expenditure

The Society may incur expenditure on:

  • Administration and governance
  • Academic functions
  • Staff salaries
  • Infrastructure
  • Training and development
  • Taxes, rent, and utilities

and all costs required for meeting the objectives of the Society.

5. Government Oversight

5.1

The Government of India may issue instructions necessary for the proper functioning and objective fulfillment of the Society. The Society shall comply with such instructions.

5.2

The Government may appoint one or more persons to:

  • Review the work and progress of the Society
  • Conduct inquiries into its affairs
  • Submit reports

The Society shall comply with the Government’s directions issued on the basis of such reports.

6. Utilization of Income & Property

The income and property of the Society shall be applied solely towards fulfilling its aims and objectives.

No part of the income or property shall be:

  • Paid as dividend
  • Distributed as profit
  • Transferred indirectly to any member

However, this does not prevent the payment of:

  • Remuneration for professional services
  • Allowances
  • Travel and operational expenses

paid in good faith.

7. Board of Governors

The names, addresses, and designations of the current members of the Board of Governors, to whom the management and affairs of the Society are entrusted as required under Section 2 of the Societies Registration Act, 1860 (Punjab Amendment Act, 1957), extended to the Union Territory of Delhi, shall be listed as per the official records.
