These Regulations shall be known as the National Council for Hotel Management & Catering Technology Staff Regulations, 2010.

These Regulations shall come into force with immediate effect.

Initial Constitution and Applicability

All employees of the National Council for Hotel Management & Catering Technology who are in service immediately before the commencement of these Regulations shall be deemed to continue as employees of the Council under these Regulations.

Unless specifically provided otherwise, these Regulations shall not apply to the following categories of persons:

a. Individuals who are not in whole-time employment of the Council.

b. Persons whose services have been borrowed or deputed from the Government of India or other institutions, unless they voluntarily opt to be governed by these Regulations and the lending authority raises no objection.

c. Persons engaged under special contracts containing specific terms and conditions that govern their service.

Unless the context otherwise requires, the terms defined below shall carry the meanings assigned to them for the purposes of these Regulations:

  • Appointing Authority: The authority competent to make an appointment to a particular post under the Council.
  • Board of Governors: The Board constituted as per the Rules and Regulations of the National Council for Hotel Management & Catering Technology.
  • Central Government: The Government of India. For matters concerning the Council, it refers specifically to the Ministry of Tourism, under whose administrative control the Council functions.
  • Chairman: The Chairman of the Board of Governors.
  • Chief Executive Officer (CEO): The Chief Executive Officer of the Council.
  • Council: The National Council for Hotel Management & Catering Technology.
  • Departmental Promotion Committee (DPC): A committee constituted periodically to make recommendations regarding promotion or confirmation of employees to a grade or post.
  • Employee: A person appointed to any grade or post in connection with the affairs of the Council. This excludes persons falling under Regulation 2.2(a), (b), and (c).
  • Grade: Any grade of service specified in the Council’s employment structure, as defined in the Recruitment Rules.
  • Panel: A list prepared for promotion to a grade or post, based on seniority subject to fitness (non-selection method).
  • Permanent Employee: An employee who has been substantively appointed to a permanent vacancy in a particular grade or post.
  • Schedule: The Schedules annexed to these Regulations.
  • Select List: A list prepared for promotion to a post or grade on the basis of selection.
  • Service Selection Committee: The committee constituted for recruitment through competitive examination, interview, or both.
  • Temporary Employee: An employee appointed to a post or grade on a temporary or officiating basis.
  • Other Terms: Any expressions not specifically defined herein shall have the meaning assigned to them in the relevant rules, regulations, or instructions issued by the Central Government, as amended from time to time.
