1. Power to Relax
1.1 The Council, if it considers it necessary or expedient in the interest of effective administration, may, with the prior approval of the Competent Authority and for reasons to be recorded in writing, relax any of the provisions of these Regulations for any particular class or category of persons.
1.2 Such relaxation shall be exercised judiciously and shall be limited to the extent considered necessary to achieve the purpose without undermining the general framework of these Regulations.
2. Interpretation
2.1 In case of any doubt or ambiguity regarding the interpretation or implementation of any provision of these Regulations, the decision of the Council shall be final and binding.
2.2 The Council may issue clarifications, guidelines, or circulars to ensure uniform and consistent application of these Regulations.
3. Removal of Difficulties
3.1 To ensure smooth and effective administration, the Council may, from time to time, issue general or specific directions to remove any difficulties or anomalies in the application of these Regulations.
3.2 Such directions shall have the force of administrative instructions and shall be implemented accordingly by all concerned authorities and employees.
4. Repeal and Savings
4.1 All orders, instructions, or circulars that were in force immediately before the commencement of these Regulations, in respect of matters now covered by these Regulations, shall stand superseded.
4.2 Notwithstanding such repeal, any action taken or right accrued under previous orders shall remain valid and effective, unless expressly modified or repealed by the Council.
5. Matters Not Covered
5.1 Any matter not specifically addressed under these Regulations shall be governed by the Rules, Regulations, Orders, or Instructions issued by the Central Government from time to time, mutatis mutandis.
5.2 The Council shall ensure that such matters are administered in accordance with the relevant Central Government provisions, ensuring consistency with the overall policy framework.
